With the expanded weapon proficiency, scepter access and cooldown reduced on deception skills, Deadeye can finally be played as a barely functional heal support, LETS GOOO !!!

.... at least on paper, because in practice your scepter stealth skill, the one that should be responsible for keeping regen uptime on your group is single target on deadeye. It doesn't affect allies with 50% efficiency, like the core, daredevil and specter versions of this skill do. Why ?

Because the geniuses that had the 1 job of adding malicious stealth attacks to elite specialization weapons so they can at least work with deadeye, FORGOT that entire part of the skill.  You can't make this up.  A child could have looked at the 2 versions of the skill and see there's an entire chunk of text missing, but apparently the balance team could not. 

And here we still are, an entire YEAR later. Well, 11 months, but the next patch is in a month and the preview is already out. Couldn't fix such an obvious error in a year.

For comparison, a complaint on the guardian forum about ward skills not being good enough in PvE (despite the skills working perfectly fine and as intended) got blanket buffs for the entire skill type in less than a month. Another one got them a skill name change and new voice acting for every race in a similar time period. Let's make it into a little research study and count how many patches years will go by until we see this bug, or at least the spectre shroud auto attack bugfixed.

As has been pointed out by myself (and others) countless number of times over the years; the balance team does not have a dev that actually cares about thief.

It's so bad that they forget their own plans (one of countless examples) when it comes to thief like it's nothing, because thief is an afterthought for them.

When they decided to reduce shroud in that same patch where they mentioned the removal of the tradeoff, they forgot about necro's base HP (compared to thief) and necro's shroud base damage reduction (PvE & PvP). It's been over 2 years since that btw. Thief shroud is still obliterated in a single critical hit/tick (massive condi stacks) even with stacking a ton of vitality (therefore losing out on other stats).

Honestly we should grill them more about that - Specter doesn't seem like it's a huge balance issue anymore, and it's a thing that will probably require a second pass after implementing it, so the sooner the better.
