The promise was "unique debilitating condition" so simply doing damage does not pass the muster.
Nor would it be unique - since Guardian sword pull chains are age old physical DoT on marked targets.
It may be in the non-revealed skills, maybe the twitch stream will finally reveal it to us:/

Warrior spear has no mechanic yet or anything other than just dmg. So maybe it wasn't ready yet to officially show it off? 

I mean, there must be something about Warrior spear. Can't just be rifle but worse.

As far as I’m aware the engineers condition is its abilities spark different effects. This isn’t simply doing damage. And it is unique as we don’t have something alike this currently in the game really.

Different effects is more akin to empowered abilities when x is active.
While we're talking debilitating condition - something that on it's own is making enemy's life miserable outside of damage.
Slow, Weakness, Blinds, Chilled - these are examples of debilitating conditions.

The wording a-net used clearly suggest another one is joining the fold.

The focused effect for engineer is absolutely a unique new debilitating condition. Placing a condition on a target that causes them to suffer extra damage and/or suffer from other conditions every time you hit them is absolutely debilitating. They didn’t go into any detail about what the “bonus effects” actually are in the post, but when we’ll learn more soon when they do the next live stream. For all we know it may proc Slow, Weakness, Vulnerability, Immobilize, Stun, Blind, etc… on hit.

Note: there are 2 mechanics happening with the engineer spear.

Conduit Surge: a buff on the engineer that empowers skills when targeting a Focused target.

Focused: a condition on foes that triggers bonus effects.

the blog post outlines one of the empowerments from Conduit Surge but only ever says “bonus effects on hit” when talking about Focused. It also is very clear that these are two separate things.

Tbh we don’t entirely know the effects of this ability engineer apply, only an example of a slam into the floor adding additional conditions and ticking additional life. 

Currnetly we don’t know enough of what that effect has to really gather this.

I am pretty sure some analogues exist like Necro curses making fear apply damage and FB?/Zerker? doing more damage to burning foes. But it would be cool to see the opposite of fulgor explored, like all damage of a particular condi being done upfront.

Thief's always had a bit of boon rip, it's just something they have to choose specific weapons for, while with necro you pretty much just assume they have boon rip somewhere in their build by default, even if the necro player doesn't know it.
