Time loop maps (spoilers HoT)

For now, we could consider that maps lived in a time loop. Events happened infinitely in a loop. Most of them had sense for this to happen. Some NPC loses something, and he keeps losing it because how crazy hahahaha. Or some enemies attack some place, that's normal to repeat. Sometimes some event felt too much unique, and it felt a bit "are we going back in time?" but you kinda ignore that.

But HoT sent this to an extreme... literally all important NPCs in the game are in the open world with metaevents. Jungle laranthir, Faren, Sashú... a lot of them! I did not play further than HoT, so it's a spoiler too, but... do these npcs appear in later expansions? If they do... they still apear in HoT? Core solved it for important npcs because they don't appear outside of instanced quests (only appear in main city at most), but here... we will have some Faren clone in HoT, stuck forever, while he appears in future maps?

only if you return to that time loop. they will not be on the map without you, as far as you know.

every map is an instance and most NPCs are only at one location at a time on any given map

All maps are stuck in the time they first appeared. NPCs can therefore exist (and do) across multiple maps, sometimes with different outfits too

The exceptions are when an event related to the story needs to go back and use the old maps. You will have seen that in core maps with Mordremoth's vines in various maps after Season 2 hit, invasions from various forces from other seasons and expansions and so forth.
