Especially in summer. In order to prevent large queues a few hours after the reset time, it is not reasonable to apply an additional tier. Rather, you could think of giving eotm pips for one day, etc. The best betas so far were the first one and the second. This is precisely in relation to the time zones of the population. So it might adjust itself or not, depending on how those numbers match up to the numbers ANet set as goals/limits for each team size. * This also means, that it's quite possible that the WR system created the extra tiers in the first place, as otherwise team sizes would be above it's goal-numbers from ANet. * Depends on if ANet implemented this yet, or let the WR algo have free control over this or not. Considering it's one of the main mechanics of the system, I'd assume it's working (but it's possible they over-ruled it first time, dunno.)
