This is the single most loaded skill in the whole game, and its cooldown should reflect its power. Warrior has possibly the most powerful kit in the game. Even as a core spec, warrior is still extremely potent. Full Counter is the most problematic issue, but fundamentally warrior as a class is pretty over-tuned compared to other classes aside from possibly Guardian or Necromancer. Full Counter needs a slightly longer cooldown, or some of its utility stripped, like stab or daze for example. Or possibly even just extend the cooldown to say 25 seconds, but increase the duration of the effect so its not quite as spammable.
