Sand Cascade and Desert Shroud not affected by 15% barrier increase

Every other barrier source I've tested (on scourge and weaver) is giving 15% more barrier than before, but these two are currently unchanged. Both base and healing power scaling.

Additionally many tooltips have not been changed and show the old value.
