I think they roll a 1d2 if it's a tie.

That said, the victory conditions would be pretty simple in a tie. 11th place team ties with 12th place team. In order for the 12th place team to move up, they would have to beat the 11th place team. A tie is not a win, so the 12th place team would remain in 12th place. It's not a hard concept. Except for Anet apparently, since the tie was awarded to the 12th place team who is now in 11th. Congrats on still being at the bottom with us.
