PvP jam?

I'm repeatedly getting situations in PvP where my skill bar stops activating for seconds at a time. I'm running an ASUS ROG that is well equipped for this game and an ssd with cable internet.

This typically happens when fighting one or more weavers and they are using Earth or Fire. Anyone else seeing this?

No, we don't see any weavers, not in groups at any rate. Sick mesmer imagination...
