Power reaper needs a global 50% damage buff to be competitive with condi tempest. It gets 10%

"Reaper's Onslaught: Increased bonus ferocity while in Reaper's Shroud from 225 to 300 at level 80. This trait no longer reduces the recharge of shroud skills on kill but instead reduces the recharge of shroud skills by 1 second if Life Reap hits. This recharge reduction can only occur once per use of Life Reap."

Another 5% damage from Reaper's Onslaught, on top of its current 15% attack speed buff. Total trait gives 15% attack speed and 20% crit damage. That's a very solid trait. That's 1 second off Reaper cooldowns every ~1.3 seconds (at the slowest).

"Cold Shoulder: This trait no longer reduces incoming damage from chilled foes. It now increases outgoing strike damage by 10% to chilled foes."

And that's 10% more damage. Overall, another pretty significant buff. Reapers should crit constantly and for big damage both in and out of Shroud without having to sully themselves with Condis.

Asking for Condi Ele damage is a bit much. Condi ramps up, while Power is pure burst. Necro also has a lot more sustain - whether you want it or not it's part of the class. Fore pure DPS builds, Condi Ele should top the single-target damage charts and Thief should be very close, given the options available to both.

Well... the concern about damage is mainly in high end PvE. You migt not be aware of it but the shroud uptime have been cut off a lot in the latest patch which make these the change on reaper onslaught a bit dull, especially since in this game mode you do not see the 15% attack speed (quickness overwrite this buff).

You're right that asking for condi ele damage is to much, asking for power ele damage should be the norm and we are still far from them.

Overall, the changes aren't great, and won't change anything for the power reaper. Having 300 extra ferocity in shroud is appealing but you have no way to stay in shroud so you can't really benefit from this where a dps buff would matter. I can't help but look at kalla fervor that give your everyday renegade 300 ferocity and 20% condi damage without having to be in a decaying unmaintainable and underperforming form.

These changes will just help in WvW, again...

How does Ele get such massive golem numbers and raid meta love? They fight massive-hitbox targets using a wealth of multiple-impact AOEs and boons from 3+ players dedicated to making them perform exceptionally well. That's Power Ele's whole schtick, they are 100% purpose built for exactly that: pure glass, no sustain, support-required, and tons of multiple-impact AOEs. Put that same Ele against a small hitbox and it's trash tier - their AOEs are that important. Those Ele builds are useless in WvW or PvP and can even be too fragile to handle some open world PvE without their pocket PS Warrior, Druid, and Chrono trinity.

Overall, the changes aren't great, and won't change anything for the power reaper. I agree with that Necros need buffed. Any improvement should be welcomed, however small. The bar needs to be set a lot lower than large-hitbox golem raid boons Ele, though. Nobody will or should match that.

Condi Revenant and Condi Necro are (or at least were) reasonably close in DPS, despite Shroud being temporary. It's not just about traits in a vacuum, but if they have anything else to build around and if they bring anything to their teammates. Some great traits are nerfed by bad scaling and some weak traits are better than expected due to good scaling. Look at the results, not the text.
