Because you need to complete the PoF story before you can eve start the quest collection for the griffon yes you will need all the mounts at least and the springger with its high jump mastery.

You could just start and finish the POF story out of order. If you want continuity of course you would not but you can play them out of order.

You need either the jackal or the springer with the High Vault mastery. I'd been told I needed the jackal but I decided to explore the area before going through the portal and suddenly found myself crash landing in the sanctuary.
