Vampiric Presence: You and your nearby allies siphon health with attacks.

Vampiric Aura:9 seconds50 Healing (.0375 healing power)Max Healing per second: 250 (.125 healing power)25 Damage (.0375 power)Bleeding Targets increase the healing and damage values by 10% + (.045 condition damage)% up to a maximum of 100%

In general it just removes the ICD in favor of capped healing per second modifiable with healing power. Also removes the shroud component in favor of bleeding foes increasing the healing and damage values. The healing, power and condition scaling should be based on the necromancer's stats as they will have the control over it then.
