Marcello DiGiacomo /laugh

I'm trying to do the Quip tier 1 collection and one of the things to do is to laugh at Marcello DiGiacomo. I've tried many times and it does not currently work, I've checked wiki and it did mention "DiGiacomo was moved over slightly after the August 8, 2017 Update. You still need to /laugh in his old location to receive credit. His previous location is down the stairs southeast of Captain Kiel's Office." I can't seem to find his old location does anyone know where it is, or if there is another way of obtaining this?

EDIT: I read the wiki instructions more carefully and I had to /laugh on the first set of stairs going down, I was doing it on the second set of stairs.

That's unintentionally hilarious.Reminds me of getting directions in a small town: "turn left at where the gas station was before it burned down, then right where Marcello used to play music."

I just did it, you do indeed have to go down the stairs near where he is and then do /laugh
