Break the bar or pay the price.The problem is, access to CC (especially hard CC, because soft CC is straight-up worthless against break bars) is... shall we say "uneven" between professions, and for most professions the weapons with the best CC are also the worst for everything else (so no one is going to be using them in an open world event, assuming they even have one on the character).
