While SEA is more obvious due to populations differences, NA become more noticeable a few years later after launch when the populations shrunk to the point of no returns. This all boils down to the mentality of majority of the players, most just want easy wins though they don't want to admit that but the actions show just that. Those people are easily shilled to stack on servers, as long they are told with pleasant things. They justify stacking as balance and if start losing, they buy more. Anet also responsible for this behavior because there were absolute no restriction on stacking back then. All the restrictions we have now are just implemented not more than 2 years IIRC, after the prime years of gw2.Hope the blowing up of servers will make things better but who knows how many more people will be gone by then.
