This probably. The error message is not very informative in the case:

1. A forum user opens a thread and starts typing a reply
2. Meanwhile, a moderator closes/moves/merges a thread
3. The forum users submits his/her reply and gets this error

In this case, the user needs to manually save his/her reply, search if the thread exists somewhere else and if yes post it there.
