Permanent Harvesting Tools Have No Upgrade Slot

Many of my permanent harvesting tools: Molten Alliance Mining Pick, Chop-it-All Logging Axe and Consortium Harvesting Sickle have no upgrade slot on them. When I try to apply an enhancement to them they are red and wont accept it. I've tried the Black Lion Exchange specialist and he doesn't have these to trade. I've tried copying them to my bank, logging out, and logging back in again. Nothing.

1. These are all older versions on my original characters.
2. Newer versions do have the upgrade slot
3. The same tools sitting in my bank at the time of the switch do have the slots.

Any idea on how to get these converted to the newer style?

You need to trade them in to make them from soulbound to account bound mate. its the black lion weapon specialist i belive at the bank in la.

Thank you! I found it. It the Black Lion Weapons Specialist in DR at the Minister's Waypoint.

I haven't been able to find any trade-in for the consortium harvesting sickle.

Soulbound versions of this item can be exchanged for account bound versions at a Black Lion Weapons Specialist, but the tool must first be unequipped and in your inventory.
