Question about swim infusion

Can someone please clarify this for me, does the +10 swim infusion mean 10% or what? Also if I put the infusion on an ascended underwater weapon will the speed stack?

Swim-Speed Infusion +10 is an infusion specific to ascended aquatic headgear. It is currently the smallest available infusion of its type

According to tests done in-game, a +10 Swim-Speed Infusion equals to +33% movement speed (underwater)

As I undestand it - both no!

• The +10 is a +33% speed boost, according to in-game research. (Se the Discussion page on the wiki)
• The can, according to the tooltip, onlyand be slotted in aquatic headgear.

I can't imagine that +10 is a 33% speed boost. What is 30 then? 99%? It's totally arbitrary, why they don't just give us percents.
