Why cant we have story choices with real impact

Comming from SWTOR where you can clearly chose good or bad with different outcome, where story choices have true meaning, the PoF story yet again follows the same trivial path. Take the story instance where you meet a certain representative of P Joko after chosing to follow them previously in the story, you still are forced to attack them, instead of letting them kill the citizens. Yes I can understand that going evil may be pushing it too far, but at least give us something inbetween, instead of being gullible and tagging along. It feels wrong having 3 options in a story, when it really doesnt matter at all what you pick, you'll always do "the right thing" and cant get your pretty hands dirty alnog the way.

Mounts are awesome btw.
