The activity levels were shared ages ago, but since then we haven't seen anything about them or any more detail to how it's actually calculated other than some basis on activity hours. The only metric we can use at the moment is the combined kills/deaths to estimate activity levels, but this pseudo activity does not match up with the current population levels at all. Would be interesting to see what the activity hours have moved towards now to see if it actually matches up with the population levels of servers.
