Grenth's Balance

Does anyone have a good use for Axe 3? I think it's crap. I propose this replacement:

Grenth's Balance: Deal damage to the target for and nearby foes based on the target's current health. Deals more damage to the target and less to nearby foes when health is high. Deals more damage to nearby foes and less to the target when health is low.

So it's a strong nuke when used as an opener, and a strong AOE when used as an execute.
