Characters in chairs are to static

Norn's stoic? I imagine Norn would have a hard time sitting still. Boasting, drinking and fighting is what they are about. Sitting stoic is hardly a Norn thing.

Both fit the norn. They are a culture with variety as well and stoicism fits them just as well as the boasting and drinking. Think of Forgal or Eir for example. I see them holding a point for months without end, bound by duty and the legend they achieve to become.

I suggest you try them in story missions, for instance at the end of "The Departed", when you reunite with your guild mates. So frikkin' funny! My norn was cooly leaning back while discussing plans, then leaning back forward. Also face movement was enabled while sitting in the chair. =)
