So in the description says "Adding this item to the wardrobe may slightly adjust its functionality" anyone knows what changes? Can other people still use it?

I suppose it may have to do with the duration of it, or wether or not you can place it because they limitted the number of toys usable in the same place. I don't think they changed the actual effect in any way.

other people can still use it just fine. the effect (and the station) is removed if you switch it for something else though. so playing with the aviator and bobblehead at the same time, forget it

watched mine sit in the world for 5 minutes before going and doing something else, so not sure what to say to that...
