Did they only buff Terror tooltip and forgot to buff the actual damage?

So is it only me or does Terror deal quite a bit less dmg than the tooltip says? In PvP atleast the tooltip shows ~1.5k but 2 seconds of fear tick for 2* ~1.1k.

Yeah. I tried in wvw. And the dmg was sometimes only 700 per tick even though it should have been 1600.And enemy didn't have a reduction buff

Also it seems to me, that the dmg from fear is ramping up.
