Recipe: Sunspear Cutlass missing from vendors

I'm trying to buy Recipe: Sunspear Cutlass from the vendors in Crystal Oasis but it's missing from every vendor. They got all the other recipes for Sunspear weapons only Cutlass is missing, very frustrating... Wasting my time doing the hearts and looking at the vendors but every vendor I look doesn't have Recipe: Sunspear Cutlass. I just don't understand why exactly the one I need is missing, this game is so annoying sometime and you can't count on support ticket to reply on this so I made a post here. What is the problem and how to fix it?

I've checked https://wiki.guildwars2.com/wiki/Recipe:_Sunspear_Cutlass and the recipe should be listed between Recipe: Sunspear Standard and Recipe: Sunspear Firelight buts it's not there as you can see in the screenshot below.

IIRC the sunspear recipes unlock as you get the corresponding Elonian weapon unlocked

Thank you! Oh so thats why i'm missing cutlass, it's kinda unclear because can't read about it in the achievement or something.

I checked the achievement "Tip of the Spear" and the only one I'm missing is Elonian Cutlass :/
