Elite Specializations help, please

I have trained the Deadeye Elite specialization up to Payback, but the Rifle Proficiency is still grayed out. I have hero points, but the skill stays greyed out and I am unable to click on it to train.

Same issue with the DareDevil Elite specialization. I have trained up to Weakening Strikes but am unable to get the staff skill to allow me to train it.

Could someone please tell me what I am doing wrong? I'm sure its something stupid I just am not seeing.

Try equipping the weapons, i think it remain grayed out but works (probably a bu, dont remember).

The Weapon Proficiency icon is always gray, it doesn't change.

As for the ability to actually equip the weapons, have you slotted the elite spec you want to use? It only goes in the bottom of the three specialization slots. (So you can only use one at a time)
