Is this a hacker?

I was running in a sqaud in WvW as a Mirage. I was behind a Holosmith ally and quickly caught up and overtook him using sword 1 Ambush and teleport. But then he always overtook me again just by running. He had no speed buffs on his bar and was not using any abilities but still outran me with my abilities

Mirages have access to plenty of superspeed and teleports. This is probably what you encountered. Superspeed has a different icon than Swiftness, and doesn’t look like a boon.

Mirages dont have a movement speed trait. Engis do in the Inventions line. If you both ran normally after using skills, the holo would beat you

They could use
Superior Rune of Speed (Rank 6: +25% Movement Speed) Superior Rune of the Traveler.png Superior Rune of the Traveler (Rank 6: +25% Movement Speed)and you wouldent see that either.

So I there is no way to spot a speed hacker if s/he raises his/her speed to match the rune

Mecha Legs on the Inventions trait line give 25% speed with no indication or icon

There are traits that increase movespeed. And I would wager that the holosmith had the Mecha Legs trait which gives the engineer 25% faster movespeed.
