How do I redo the choice made at the Chief Councilor during the "Blazing a Trail" quest?

Do note that to get the rewards, such as starting the various back item collections, require playing them with a new character - each character can only get rewards once from a story.

I don't think you can change it. You definitely can't get a different back item on the same character - you have to play it on a different character and make another choice.

The other effects are fairly minor - the banners around Amnoon change and some dialogue through the story is different, but that's pretty much it. As far as I know even if you play the chapter again and make a different choice those don't change, but I've not done it myself so I can't be sure.

Even if you replay you can't pick a different choice. Checked that earlier for something else.
