It's not just the folks in aus/ocx/sea/etc that get the shaft, but even people geographically local to the servers ocassionally experience it. In terms of all the skills going off and all the calculations that have to be made, I think an analogy can be made to audio engineering when equalising/mastering a track - cut before boosting. There's too much going on. I hope that they can figure some kind of miracle method, which would be good because they can apply that to any other games they would work on in the future as well. I wonder how much they can compress or minimize the data to be more reliable, or make some algorithm to cut down on calculations needed. One can dream. It doesnt help, but its not really a contributing factor either. Its the server skill queue getting clogged with requests and not being able to react fast enough anymore. Thats why movement can be perfectly fine when zerging even when skills are flashing, two independant systems.I doubt there is much that can be done to fix it, except lower the amount of players per map (again).
