Depends on the class and weapon. Some mid-range weapons work much better for a build than long-ranges. For example, the Ranger's shortbow has a lot of good condi-damage skills while the longbow is power-based. Same thing with the Renegade (Revenant); the shortbow is better for condi builds but the hammer is better for power builds. Ditto with the Engi: pistol for condi vs rifle for power. Then there is the elementalist, which has very different skill sets for each weapon; essentially each weapon or weapon combination has a very different build and use.

Also shortbows in this game are more about utility (suited for 2nd weapon), while longbows are more damage oriented (suited for main weapon).
