Could someone confirm/fix the article text?

I think they meant that instead of (a chance to be) extracting runes/sigils, you will (have a chance to) be salvaging the runes/sigils.You won't be salvaging the symbols or charms because they haven't yet been acquired (from the item).

I thought I read that extracting runes/sigils would require black lion kit / upgrade extractor.So the chance to get runes/sigils -> chance to get symbols/charms.

I think that's what you're saying too.

But the blog post text I quoted doesn't really explain that very well I don't think.

Yes, if you want to extract the rune/sigil (like we used to have a chance to when salvaging gear), you must use BL Salvage Kit or Extractor.Now, we will have a chance to salvage the rune/sigil (with the gear), rather than extract the rune/sigil (from the gear).
