Classes that can take advantage of the new "Rune of Speed"

Even if rune of speed only turned swiftness into +66% up from +33% (rather than adding +66% to the current +33%) it would still be OP. In combat with swiftness up, you'll be halfway in between swiftness and superspeed which means noticeably faster than someone with swiftness or a perma +25% movement speed buff on.

Currently, it is VERY easy for a ranger/druid/soulbeast running a roaming build to build in perma swiftness. It's already pretty broken that they can maintain 100% protection uptime, and 100% swiftness uptime at +33% ms, so upping that to +66% is going to make them even more tanky in the ways of making it very easy for them to kite.

I have yet to play and experience any of this so I'll reserve judgement, for now but damn does it sound op on paper.

It probably won't get much play since runes like Sanctuary are available. Otherwise we might see it used more
