Does Superior Rune of Speed work Out of Combat?

Does superior rune of speed work OOC?

I ask this because recently I did 3 tests from 2 different locations.

First I tracked the time it took to travel from point A to point B without swiftnessRepeated the test WITH swiftnessRepeated the test WITH swiftness and WITH Rune of Speed

I tried this from 2 sets of locations. One was a short run of 8 secondsAnd one with a run of about 22 seconds.With or without Rune of Speed, swiftness behaved the same.

I did this in the Spvp area and not in a match.now, the only thing I can't really control and i am wondering if its messing up my testing isthe leader of the pact movement buff you get in that area.

Well I got my answer-- and if you were curious as well, here it is.

"You're hardcapped at 36% bonus movement speed out of combat, so you'll only see the effect in combat." Thanks to a fellow Ranger JcBroe
