I've had situations in which the recipe didn't work using a portable forge stone, but did in the same instance using the forge (and vice versa). Fortunately, it seems to be rare and is easily worked around. In ANet's shoes, I doubt I'd spend much time trying to track it down. (As a player, it is really annoying.)
