Need Help for Build Improvement on a Freshly Lvl 80 Scourge

This may sound counter-intuitive, but start by replacing any of your gear with Toughness. Instead, prioritize obtaining gear that has Power & Condition (primary stats) along with Precision & Expertise (secondary stats). Viper's is the ideal set, but you may not be able to obtain it right away. Until then, you can try to get by using a mix of Berserker's (Power/Precision/Ferocity) along with either Sinister (Condition, Power, Precision) or Carrion (Condition, Power, Vitality) stats. The reason for doing this is that you will be able to kills foes much more quickly, and as a result they won't survive long enough to hurt you, especially since you have access to barrier-skills that already mitigate quite a bit of damage.

For attributes and skills, determine which type of scourge you want to play. Swap spite for curses mostly for the grandmaster trait; lingering curse. If sustain is an issue you can swap to parasitic contagion for a steady flow of small heals in combat.

Take some punishment skills so that you can benefit from sadistic searing; sand flare and trail of anguish are my favorites.

In general; work on avoiding large obvious enemy skills through dodges, interrupts or timing of barrier application.

Use food and utlity buffs; on top of a small stat boost you get bonus xp from kills for faster mastery progression.Most of all have fun.

i'll try my take on an open world pve build xdhttp://gw2skills.net/editor/?vRAQNhwW/6koXDNU1rtGbrxYDO9qsB2bs3YxYw0brz18a0PLAstoWCVhaFA-jxSEQBBRZGBOCAAwEjI0wMj9HSn2hEq0oZHEg8p+DCUC2gTAAA-eyou'd want to replace spite trait for curses. since spite is more power oriented.not knowing what the meta is so i glanced over and change things according to the build you linked. you could take rabid gears out the more you comfy with the build/rotation/survival etc. but i'd like to keep around 1100-1200 for extra insurance. loleventually, viper is your go to if you go condis since it prolongs your condi duration. if you attack some mobs and walk away, they'll bleed to death before they catch up with you. that's the whole point of condi damage. you wanna go high by stacking, and go wide by multiple the amount of conditions.

a simple way to remember the rotation, you wanna use a punishment skill first (you have 3 in this build) to proc sadistic searing. within this 10s, you'll get a green icon on top of your skill bar, so any f1 you place will inflict burning.dessicate utility is just for more life force, good for spamming f1, f3, f5. although you shouldn't be spamming skills but it'll give you lots of life force to you, hard to not spam. lol.f2 is remove condi from you and allies. f3 grants you a barrier that acts like a block. damage will hurt the barrier instead. f4 is a hard cc, fear. f5 is desert shroud.f5 is pulsing attacks around you and your shades. so if you place your shades around you, f5 deals a lot of damagefor weapon skills, skill 3, 4 are top most important cuz torment skills hurt double when mobs moving, and you can auto attack and skill 2, 5 on scepter.i like running warhorn for an extra cc and that sweet swiftness. although if you use another torch offhand, it'll be super easy to time attacks.hope it helps.

metabattle is out of date.

To me it depends on what you want to be.

Do you want to be a support scourge? if so you will want healing and concentration.

Are you doing primarily pve pvp WVW raids? fractals a mix of raids and fractals mix of pve and pvp?

Scourge got buffs in boon corrupt, but for pve they are less effective in open world and raids, due to the fact there are no boons to corrupt.

Healer boon is desired in raids due to vampiric presence and the barriers they provide. This also translates to usefulness in fractals of higher tier, since tier 3 has lots of boons and lots of condis, so having a scourge who can corrupt condis and boons is of much use. On top of that, you can rez fairly fast.
