Deadeye's Mark falling off and going on cooldown when being downed is extremely clunky.

If you are downed in a fractal for example at the start of your mark you will be spending around 25 seconds playing with 2 traitlines. Either refresh the cooldown on rally/ress or make the mark not fall off until you fully die.
