Most of the animal mobs are actually eating each other in the map, you can see wolevs attack deer or something when walking around, basically any aggressive animal creature will attack yellow non aggressive animal creatures. Humans are based around camps and concentrated into a certain area while the dragon minions (branded, mordrem, undead) probably don't require nourishment and are littered everywhere because story reasons, dragons have an army of minions.

Also, literally everywhere there's little non aggressive instakill creatures like mosquitos, rabbits, groundhogs, whatever, that can serve as food to any of the mobs that require food.

About the rain and shine, well, there would have to be a significant effort and resiources to program the AI to "take shelter" when there's rain, but seriously though, the world is about to be destroyed by dragons and stuff, i'm sure a little rain is no one's primary concern. :tongue:

It takes a lot of resources to have all the enemies following their own routines, and it can interfere with events. It takes even more to get them using AI to make their own decisions and then they can get weird ideas, like in Oblivion where people would just leave town and try to fight goblins on their own, get killed and then any quest involving them was impossible.

On top of which players often don't notice. Ultima Online did it early on - enemies would hunt each other and move to new areas to find food, but players just charged through killing everything and didn't watch what they did.
