Everytime I lose the goggles midway down and the frozen pond never breaks. I made my character supertough so I dont die and ran back up many times.

Perhaps, use a different pair of Goggles?There are three sets of goggles, all of which are alternative places to dive into the same hole in the ice. You only need to use one of them for the achievement. The bottommost one doesn't provide enough momentum to break the ice, so it can be considered a trap (as it makes you land among enemies, damaged from the fall).
