I think it's actually the opposite of that. Ketsu is proposing that we should only be killing Asuras.

I think he's actually proposing the option to only apply standard enemy models to Asura characters, for example, changing all Asuras to humans while leaving other races unchanged. In that case we would never be killing Asuras, although his post is somewhat of an enigma.
