Extra-Pungent Skyscale Treat recipe not account-bound

Upon receiving the recipe for the Extra-Pungent Skyscale Treat, I consumed it on one of my non-chef characters thinking that, like all other recipes, my Chef would then know it as well.

However, switching over to my level 400 Chef and opening the crafting menu, the recipe is nowhere to be found. Even the search function is turning up nothing. It appears that, for whatever reason, this recipe is character-bound once leaned right now.

you need to still discover the recipie

The problem being, it isn't made clear anywhere that you need to discover a recipe you just double-clicked on to "learn". ANeT should make that clear because there's no way to know otherwise.

Just go back to Gorrik and have him give you another recipe on the character you want to craft the food on. I did the same. He will gladly hand you another scroll to use and learn. Discovering it might work too, I went with option A.

There is, but since when (since the crafting recipes were consolidated across the whole account) has it been necessary to "discover" something once any character has learned the recipe? This is a bug, pure and simple.

Someone asked how to learn about it; I don't believe anyone said it wasn't a 'bug'. It may, or may not, be.
Who knows the Devs' intention for this particular item?
