What is this asura gate is for? (Brisban Wildlands, North of Lionshead Outcrops, up a hill)

That's not an asura gate (note the lack of actual structure) but a regular zone portal. It's inactive, and has been there since launch. Likely they at some point planned to add a zone there, or just figured that they might want to add a zone there at a later point.Similar spots exist in a couple of other places.
