Used it to salvage an old set of gear today to get my runes/sigils back and instead of a 100% chance it seems to be a 0% chance to get upgrades back at the moment. It never was or has.The only salvage kits which recover upgrades are Black Lion Salvage Kits, Upgrade Extractors, Ascended Salvage Kits and Infinite Upgrade Extractors. This is by design.
