When Alliances hit, what will be the incentive?

Well of course the alliance update will also fix the stale, imbalanced fb scourge meta and fix the power crept broken roaming builds. It will fix the game breaking skill lag, and will add new maps and content to refresh gameplay. So that is quite the incentive to bring back players and stabilize the population.... oh wait.

If the gameplay isnt there, neither are the players.

It will fix some issues with population, but if the game play and balance remains as it does today, it'll be pointless, population imbalance isn't the only reason people are leaving.

There is no incentive if the gameplay is still bad.

Scoring issues/alliances are at this point only like halfway up the list of priorities in regards to things needed to fix WvW. Nobody's gonna come back if the fights are still basically a measure of who has the slightly bigger blob.
