Why can't we see our personal character's nameplates?

When we can see all other character's nameplates achievements, why can't we toggle our own nameplates to determine what can/can't be viewed?

What does the film reel signify?

It means they're watching a cutscene of some kind, such as the little movie you get when looking at a Vista. Or one of the old face-to-face conversations from the personal story.

Honestly I'm at the point where I'd pay template money for the option to turn off everyone else's nameplates... pets... floor effects... glowy bits...

Always Show My Name — Always displays your own character name above its head.

Though, if you mean you want to see the World Completion star, etc.; we don't have that option.

Yes, minion and pet names can be super annoying, as they unnecessarily add to the visual clutter. Those need to get a toggle option. I'd also prefer not to see name tags on party/squad members of mine if I have selected to turn off other players' name plates.
