Condition build while leveling?

So Im a bit confused. And if im wrong correct me if i am. Im fairly new and from what I've read on the forums, Power is the way to level up necro from 1 to 80 and then condition is king after that for most pvp and pve?Would it even be worthwhile while while leveling up to change from power to condition for a few levels to break up the gameplay, while gear is relatively cheap?

EDIT: I have the PoF expansion so scourge would be the elite once i reach max level.
