Sunshine.5014
Right now, each of the classes can access all Amulets/sigils/runes. Since the Balance team is under the PvE team, the best way the PvP team can balance stuffs is to have a separated selection of Amulets for each class. For example, remove Celestial from Ele, or add Cele to only Scourge and Firebrand. Loop.8106
Elementalists Needs Celestial in order to be usefull. Especially against this boon-strip heavy meta we have today. They can't survive without stacking Vit / Toughness / Healing power.
Zuko.7132
No amulets currently pop into my mind as op on any class. However, if a new amulet was okay for the majority of classes but op on a few, I would be fine with implementing your suggestion.
Impact.2780
They already have come up with a great way to control balance, and that is by tying certain skills to specialisations, only allowing them to be slotted if that specialisation is equipped. Of course, that only applies to new specialisations added, but it is a good idea nonetheless. Unfortunately I don't see ANet applying this for all core specialisations, because it would require a lot of reworking of the traits and skills so as not to destroy what are currently considered to be balanced or fair builds and roles for various classes. This could be implemented for amulets too, but it would have to be based on specialisations selected, not the class itself, because otherwise they have more work to do when adding elite specialisations that change the profession mechanic and potentially introduce a new role. The problem becomes, though, who decides what amulets should be available? Will the restriction be good for experimenting and finding a good, enjoyable meta? Or will it create frustration that you can't test the build you want to?
