Shatter, Clones, and Phantasms in PvE

Why not make a split balance so that shatters in PvE don't shatter the phantasm, but instead cause the shatter effect based on illusion count? That way shatter would actually be used in PvE as it doesn't gut our sustained damage that comes mainly through phantasms.

You would have to redesign chronophantasma. Chronophantasma would now cause phantasms to also grant quickness when they attack.

Make the phantasm self daze on shatter in PvP only baseline.

This is just a quick fix.

Ideally, I wish phantasms were a one summon strike (that is, you cast the ability, a phantasm comes out and does an attack, and vanishes), buffed to compensate for lack of 3 phantasms (probably have to buff autoattack DPS and blurred frenzy), ad make each phantasm a 8 second cooldown attack like whirling wrath, 100 blades, or vault.

Then with phantasms being a one strike attack, we would have the 3 illusion counter to use shatters freely in PvE.

Another topic while we're on illusions is on the disparity in design between clones. Power weapon clones offer no offensive benefit whatsoever, yet condition based weapon clones do. You need to standardize this by removing conditions off the clones on condi weapons and shifting that damage onto the condi weapon phantasm attacks, Cry of frustration, and the weaponskills of those condi weapons.
