Is it bugged or is the legendary collections simply designated to torment?

I need to slay Karas the Undying for my HOPE collection. Wiki said the champion will spawn when an escort event starts and the escort starts at the map portal connecting Straits of Devastation and Malchor's Leap. I've been waiting for 2 hours and I'm dying of boredom, I've seen the Eastern Colonnade camp cried for help for 6~7 times but this escort just won't reset.

The wiki is just wrong ... I just did this event 3 times back to back. All it required was a 13/14 minute wait in between. Pretty much stared at the screen the whole time to make sure no other event passed by.

You are also focusing on the wrong part of the wiki's note. What you SHOULD be paying attention to is "When the eyes on the skulls are glowing, /kneel before the altar to start the event.

Edit: Looks like the respawn time varies a bit. It has only been 12 minutes since the last kill and it is up again already and the Defend Pact engineers event continues to have no progress.

Edit: ... and again 14 minutes later and Defend event was still up but finally completed now
