Ascended Salvage Tool - No Longer Stackable

Is it my imagination or has the Ascended Salvage Tool stopped being stackable?

Ascended Salvage tool has never been stackable. A salvage kit is a single item with multiple uses, but it has never been possible to combine kits, with the single exception being a merchant that sells you a 5 charge kit in exchange for 5 single use tools.

You can also combine four 5 use kits into a 20 use kit in the mystic forge
