Disrespect your Elders (Hanging Gardens in Kourna) event - Trigger NPC doesn't spawn [Skyscale]

Cleared the pre-condition ~4 times today, at various times on various IPs.The symbol for the Djinn you have to talk to to spawn the event does appear on the map - the npc itself doesn't appear. This is blocking a huge part of the skyscale [save the skyscales] collection, as you need to defeat and talk to those djinn.

If so, it's best to try right after the map gets reset; when a patch is released, it's a guaranteed reset.
