You are right a new player will need to work toward the mount. Once they get there they balance the field. A vet will retain an edge and be rewarded for longer gameplay by still having an edge unmounted once the new player gets their mount. We already have examples of what would happen in PvE if you did this from what we saw in WvW. Unmounted players had an even harder time trying to get an event (like keep take) before it was over since mounted players were able to race ahead and finish the fight before unmounted arrived. And since the unmounted were newer players they already had a disadvantage in general by not being as familiar with the game mode.
